Don, An east coast racing group called NMCA has several races out west. Bakersfield and Pomona. They are using your idea. At Bakersfield they placed free entry tickets on every parked veh. The ticket allowed you to attend the next race, which was at Pomona. The only restriction on the free entry was you couldn't enter the track before 12 noon. It brought in quite a few folks.
