Best rates are from the locations at the airports.
Your NHRA membership at least used to offer a 10% discount with National or Avis. But all of the companies offer a 10% discount for AAA or AARP members. Also cheapest rates are usually availiabe over the interent. Personally I like and use Hertz and Budget.
