What they are (or THINK that they are) are intellectuals. They have college degrees in some obscure profession (political science, community organizing, basket weaving) that lets them assume that they are smarter than the average, "UN-educated" (meaning never went to college) citizen.
They generally belong to well-to-do families or have been groomed by well-to-do's to keep their families in wealth and in control. They generally also try to appear to be doing a lot of charity work for the have-nots but, in the grand picture are only enriching themselves by attempting to eventually control those whom they are supposedly attempting to help.
