car runs 7.0 in 1/8 with about .440 bulb, 25" front tire, switch to 23" tire would do how much better? Thanks for looking J.Smith 4621 racing

Moving to a smaller front tire will help with reaction time (less roll out) but how much depends on how hard the car leaves.
Every car reacts differently.

I think you mean .015 to .020.

Again it depends on the HP and the weight of the car on actually how much you will get.

Keep in mind 1 inch on the sidewall is not always 1 inch rollout.
Check your tire pressure often.
I personally don't think you will get more than a hundreth.
