Baer, Glidden, Sherman-Willims [joke] and Dunn-Edwards have no type of 'non hot tire lift'.
oil base paint will not last in the AZ Summer heat/Sun.

Rod,
High end home builders use Duckback products for wood decks. When I lived in Washington State a friend of mine built high end homes and was the one that directed me to their product line. After 3 years, the deck still looked like new and the wood stopped cracking.
Use their wood stripper, wood cleaner and then apply their elastomeric
coating and let it cure. Not cheap, but it does work.
