Most of the time those signs are for the local bracket program every week at those tracks.
I have really never heard or seen where NHRA or IHRA makes that call at their National Events.

I have no idea maybe what your getting at, but i guess there wouldnt be a problem about another driver changing dail ins at the last minute unless your running a box class, in SS & Stock, just knowing him or her is faster or slower then you should be all you need to know.

But thats just me.
