I am familiar with the term “invasion”: Iwo Jima, Okinawa, now those are invasions. Prior to 1924, there was no “proper procedure” people just showed up, told authority an Ellis Island their names and place of birth, got powdered for bugs, asked if they had TD and they were on their way.
