Default How can this be?

XXXX was disqualified and fined $1,000 for having his fire bottles pinned while making a pass with his Super Gas entry during the NHRA Lucas Oil Division 3 event at Summit Motorsports Park in Norwalk, OH held June 2-4. The fine is appealable. The fine will be dedicated to enhancing the capabilities of the Safety Safari.
How can you be fined for having a safety device in a car that is not required in the class and not be using it?
What am I missing here??
To me that is like having a parachute on a car that runs 135 MPH and leaving it pinned. Parachutes are not required unless you are running over 150 MPH but you may want one at your "Short Local track" running 135 MPH. There must be more to this than posted on NHRA Racer
