Some of the independent associations have "no heads up runs" at their races. I know the SSSSA was that way. It was voted by the racers to have no heads up to make it a more friendly environment for the slower racers

Our D2 National Open series races is random pair first round and those races have no heads up in round one. Break out is enforced. subsequent rounds are heads up no break out.
