When I put new gears in my Moser 12 bolt I use the solid spacer you are speaking of. I do not recall a torque spec in the paper that came with the spacer and shims. What I did is I kept adjusting the number of shims untill I got the pinion bearing preload I was looking for. I tightend it with a impact as you would with a crush sleeve. I can tell you the solid sleeve/shims is the way to go especially if you are setting up a new rear and trying to get the proper pinion depth. It beats the hell out of crushing multiple sleeves while trying to get it just right.
