Water wetter eliminates the surface tension in water. Surface tension is what allows water to sort of "bulge" over the top of a glass if you fill it just slightly too full. Surface tension also prevents water from making full contact with the water jacket, which in turn prevents it from taking away as much heat. Surface tension also prevents water from making full contact with the tubes in the radiator, preventing it from releasing as much heat.

On old timer's trick was to add a few drops of dishwashing liquid (like you use in the sink, not in a dishwasher) to eliminate surface tension. Water wetter and various other chemical packages do that, and other things as well, such as preventing corrosion and lubricating seals.
