You are correct. A heads-up round and the winner is found to be illegal after the pass, the other car is re-instated. But, what if the loser was also illegal but drove past the scales/fuel check after the loss? Does that car go through tech after being re-instated? Who knows what they may have changed after the loss just in case...........
