Woody...you are right...they should adopt the process used by the Federal Government for rule changes:

1. They publish a draft of the new or revised rule for comment to the PUBLIC.

2. Depending on the rule, there is a commentary period that varies from 15 to 45 days. All the comments can be made via mail, fax or electronically. The comments are public and available for view by others.

3. During the review period, the government looks at all the comments; at closing, a board reviews the comments and a final draft is then release with an enforcement date.

4. When the enforcement date is due, then the new or revised rule is published as an official document.

The process is easy and gives everyone an opportunity to comment. I just cannot understand why NHRA does not adopt such a process and allow those with a current competition number to comment prior to a rule issuance.
