Having owned a 67 Camaro with a big block I had no header clearance problems what so ever even with big tube hooker headers. My guess it that you may have the wrong engine mounting brackets( the pieces that connect the frame to the motor mount) the correct engine mounting brackets (which bolt to the subframe) for a big block are a little taller than the small block brackets and will locate the motor correctly left to right in the chassis and at the correct height.
Check with Year one or classic industries for these frame mounts
(Year One parts: FM322) .

Or as posted by Crate Camaro: "Correct frame mounts cure this problem. The mounts are available from STEVES CAMAROS (sold as pairs) under Part Numbers #110560(1967-68), #110570(1969). These mounts can be used with either original GM or reproduction motor mounts."
