There is a big difference between fabricating HP factors to NHRA accepting factors given to them by the OEM's.
Do you blame Ford and Chrysler when NHRA could have rejected the submitted HP factors? Last I knew, NHRA is the sanctioning body not Ford or Chrysler. Like someone posted earlier, something like this would have not been approved by NASCAR.
