Most businesses recognize some employees have some behavior issues that show up under stress. They wish they could document them to identify a trend which would render the person a liability and not an asset regardless how "good" they perform at the basic job.
That said the company in this case NHRA depends on signed notes from individuals to place in the employee file. Then if there is a trend developing they can address the issues.
Send the info on the incident stating only facts not opinions or color comments to NHRA or Len Imbrogno or .... for their attention. I know they should appreciate the documentation. I think the racer in question should sign it and have a person who witnessed the incident also report it.
