Scott, you do not
have to pre-register. I can tell you that when I went to register a couple of guys who worked for me part time, I saw people who were trying to register on site turned away when they could not produce a business license. Normally, they require the business owner to come to on site registration and present his credentials and then his employee presents a business card or a pay stub, then they register the employee and issue him credentials.
