), the mail truck racing association should not DQ a racer for dumping the mail out onto the track. The alternative would be to place a fine on the racer for the violation. Maybe $250 for the first offense, $500 for the 2nd and so on. There could be no limit to where this could stop. As long as the racer appears to be in reasonable health and his equipment appears to be in good shape thus ensuring he will return for the next event to generate more revenue for the powers that be, he should not be DQed in my opinion.
Now if the racer has equipment that makes one question if he would make it to the next race or not, he should not only be fined for the violation, but have his mail truck taken out back and crushed. If the racer appears to be of questionable state of health, especially due to advanced age....well, you can fill in the rest of the story.
