Wilkie's Memo Regarding Upgrading Military Discharges
 

Been interviewing a number of Veterans with Other than Honorable and Dishonorable discharges. One issue that I have asked Vets, have you been identified as having PTSD which is a mental disorder. This issue can be considered in reversing a bad discharge via Military Board of Corrections.
