It appears the rule book is available for purchase, so why isn't it available to download online yet?

Look on NHRARACER.com parts of it are listed there but not all.

It's possible that the final edits are being done, including the updated changes/amendments between the 2018 and 2019 rule books. You can purchase them now, but it could be 3-4 weeks until they are shipped. That's the reason for the format they use on NHRARacer.com, all changes, additions and deletions are listed chronologically.
