HP Factor and car weight/class

So like an idiot I couldn't stay away and went to Pomona. Talked to some people got the bug to finish one of my cars. It has been a few years since I raced so i have some questions on how the replacement head hp factor works. To make it easy say the shipping weight is 3000lbs and the HP factor is 300 makes it a natural E car. The replacement head is rated at 310 does it now make the car a natural D or do you have to add the weight and keep it in E. I know I could take weight out of the E combo and move to D my question is how does the replacement head HP work. I hope this makes sense.

The factor is with the oem head only. Aftermarket head has to add or subtract weight to make it fit the oem head class.
