On November 21, 2011, President Obama signed the VOW to Hire Heroes Act of 2011 into law which established the Veterans Retraining Assistance Program (VRAP) in title II of Pub. L. 112-56. The VRAP directs VA, in cooperation with DOL, to pay for up to 12 months of a retraining assistance in a "high demand" occupation for unemployed eligible veterans between the ages of 35 and 60 as determined by DOL and VA.

Applications will be accepted starting today, May 15, 2012. The program may enroll up to 45,000 veterans in Fiscal Year 2012, beginning July 1, 2012, and up to 54,000 Veterans from October 1, 2012 through October 1, 2013, with training payments concluding by March 31, 2014.
