Is it true that this track is being built because Huntsville Dragway is being closed?

Is this built, yet ? Anyone know of an opening date or if it's an IHRA or an NHRA track ? Its roughly 230 miles for me. Looks like they poured in summer.

Huntsville already closed. They ran there last race a month or two ago.
I heard they were looking at building a track around Taledega. It maybe just a rumor though.

George Howard gave up the Huntsville track but I heard that the previous owner is keeping it open. From what I heard, George was getting to much flack about a noise ordenance. We'll see what happens next year.
