Seems to me their largest sum of corporate monies are not spent in neither Canada nor the United States but rather as Shrek would say, some land far far away.

Correct, it is already in the process. gm is already spending umpteen billion dollars in western china!

This move is I believe a temporary appeasement to the north american market and electorate while they slide the money and production to china.
