Default Super Gas MPH

I am looking for a little guidance on understanding Super Gas MPH. I'm not new to bracket racing, just new to .90 racing. I am trying to select the right engine combination for my 1938 Chevy roadster.

I am leaning toward a 582 Chevy that would make 1,000-1,050hp. If that engine ran all out at say 7.90 at 167mph, how many mph would be lost due to the throttle stop when it's running 9.90? (ie would it run 9.90 at 164?) I'd like to have around 165mph if it's reasonable to do.
