Why the 1970 71 are allowed to run the older type intake on the 375 425 402 454, and the lower hp 365 454 and the 300 402 are stuck with the low terrible intake.?

Everyone knows that both rectangular port and oval port big blocks used the low profile intake on all models of Chevrolet for 70-71. Someone in the tech dept believed bogus data that was submitted by a non-racer "expert" and allowed the taller intake from earlier years to be accepted.
