Default Solid Body Mount Bushings

Installing CE solid bushings in my 78 Camaro. They say to invert the upper bushing that you replaced and use it as the lower. There is a steel sleeve that prevents the rubber part of the bushing from contacting the frame which prevents the frame from tightning up on the body. Trim the steel sleeve, or use a shorter bolt with a washer and bolt it up solid?
