Defintiely get that cleared up from NHRA Tech Department. Reading the tech specs and the carb list in the approved products document, it is clear to me that the carb is a ~600 cfm Holley, not a ~780 cfm. The footnote on the 1968 Ford Tech Bulletin says the carb spec is 1.563"x1.563" throttle bores and 1.250"x1.313" venturis and the same specs are listed for a 390. There is no 780 size carb listed for a 390 in 1968. The 1966 and 1967 390 GT engines are allowed the 780 carb as a replacement, but not any other years. When you ask for clarification from NHRA, note to them that the Approved Products document has a note beside the Quick Fuel SSR-585-VS carb that says it replaces the Holley 3245 and 3806 carbs, neither of which is listed in the Tech Specs for the 1968 Ford 302-230hp engine. While the original carb has the same throttle bore and venturi dimensions, their technical document does not specifically state that the QF carb is a legal replacement. That needs to be verified.

When I was researching the Holley listed for the 68 Cougar 302/230 I found this quote from Alex Denysenko (Moneymaker) on another board:
"Late Mercury Cougars (Dan Gurney and GT editions) used a R4069 600 cfm 4150 center pivot float Holley. Looks just like a 390 GT carb. (the real one that is, not the one that NHRA allows lol)" In terms of specs, the QF 585 can replace it, but I don't have anything official on that. The only factory Holley on a 68 Mustang 302 was the Shelby GT350 which is missing from the Stock Car Guide. It's S8MS 9510-C Holley List No. 4234. The carb is rated at 600 CFM. It was offered as a replacement on the GT350 after May 1968 when it was emission certified. You could get an aluminum manifold on that car, too. Not listed... We have been very busy in the shop and I have not had time to work on this project.
We installed a TCI shifter with a custom mount made by my son Brian and Lokar power cut off attached to the Flaming River unit in the trunk.

This was after the Winternationals in 1972 where I won SS/GA class and broke out on the brakes first round of eliminations. I stayed out there 5 weeks and raced at Bakersfield and Las Vegas and made one run at Orange County with an 11.18 ET on a 11.43 record. Alex Walordy was doing a story that come out in Rodder and Super Stock magazine Sept. 1972. In that photo I was on top of I-10 trying to get the wheels off the ground for the magazine story. That photo did appear in the magazine and again in Mustangs & Fords magazine in December 2007.
