Default Lower Octane Fuel

I was wondering why the NHRA doesn't allow/approve VP, Sunoco, etc to manufacture a leaded race fuel that is in the 95 to 98 octane range. I know in our situation with a 9:25:1 compression ratio motor, our car would run much more efficient on a lower octane fuel. There has got to be a lot of stockers out there that have lower than 10:0:1 CR and would also benefit from a lower octane fuel. I don't think it would be that difficult to check or am I wrong?

We use vp-C 9 in 4 cycl stocker. Works great.

What is the octane of the C9 and what does a 5 gal pail cost??
I just priced C10 in SoCal at $72-$82 a pail. Totally obscene!!
Two years ago it was $50 a pail out here.

I think it was like 53.00 a gal from VP last year, octane is 98.
