You'd think it would be easy to simply exclude those entries from the quota.
Those racers SHOULD be able to go ahead and enter their whole season at any time.

In the last few days I have learned a little more about the provisional entries, particularly those involving owner points. These racers entering on owner points have some paper work to fill out and submit to NHRA. Once the paperwork is processed they are then entered so its not like these entrants can sit back and wait till the last minute. Unfortunately it takes a spot up in the quota but is really at no fault of the racer/owner, they are just going by the rules in front of them.
