The US has several Uniform Fire Codes, but this looks like some home cooking.

Wouldn't an "open flame" also be a flame coming from the headers of a F/C or T/F car when they warm up and set the clutch?

It's just another example of the "Big Brother Knows Best" philosophy in New Jersey - what else would you expect in a state where the State Police are in charge of running an event? You thought NHRA ran the event? Wrong, at least in New Jersey. The constabulary is there to shut things down if there's any violation of New Jersey's rules. Heck, you can't even pump your own gas, it's illegal, not safe.

Oregon is like that too with the gas stations. They take it very seriously, on the way back from California late at night i stopped for gas and forgot i was in Oregon and grabbed the nozzle and started pumping.
All of the sudden the pump and all the lights went out and there was a blood curdling scream "NOOOOOOOoooooooooooooooooooooo" .
I figured there was some sort of violent crime happening and ducked behind the car and a fellow came running towards me and grabbed the nozzle and hung it up. He screams "You can't pump the gas".

Of course he forgot to add the five bucks worth i'd already pumped so it was worth the excitement.

I've heard the police do the tech inspection in New Jersey, is that true?
