Default Air Ride MH problems

I have 98 HR on freightliner chassis. The front air bags are very slow to inflate and seem to be low pressure. Is there a pressure regulator in the air bag system? Ride height valves seem to be ok. can someone point me in the right direction?

In the 90's many MH builders used a Norgren ride height valve to control air in and air out to beach of the Air bags, Mine went bad and I replaced it. there are 2 relay solenoids one on each side. Mine was located in the front up in the frame rail, I have a picture if you need it.
