Default SS/AH Head rules

I am new to class racing and was recently DQed at Indy trying to run the Hemi Shootout. It really did not matter as I was not fast. I do have 4 1/4"-20 allen bolts visable on the outside of the head as a valvetrain saftey measure and my NHRA letter cited "No external modifications to the head". So I am removing them and acknowledge my mistake as they are visable. NHRA will allow me to pass tech at next race and all is well.

I now have a better idea. My question before I do it, is can I mill the intake runner past the top of the valve cover bolt holes, and use the bottom remaining threads to hold an adapter plate so I can put the valve cover back on so it will seal? This will allow me to open the intake runner up. Of couse I will have to hike up the intake as well. Will these spacers be perceived as an "external modification" since it seems I am already the "bad boy" of Hemi. I just hate to do all this work and not pass. Thanks in advance for your advise. apparantly that was legal as of indy. If it continues to be, than I will be back out after I get a new engine done, and watch me turn a tenth into 2 tenths.
