Default Clarification on Super Stock weight breaks

Just doing a little bench racing. If I understand correctly a traditional Super Stocker can move up or down one class (1 lb per H.P) from it's "natural" class and shipping weight. SS/P is a 17 lb/h.p.class and the lowest/slowest class of NHRA Super Stock. Suppose if someone finds a Super Stock car in the guide that he wants to build but it is a 19 lb/HP or a 20lb/HP car. Is the car allowed to reduce weight (if it can) to fit the 17 lb/HP SS/P class or is it allowed to drop only 1lb/HP and run heavy in SS/P?
