Default Firewall sealing

I've noticed that the local tech inspectors seem to be a lot more concerned about holes in the firewall, compared to the early 90's when I used to race more. Do they require a boot around the steering shaft where it passes through the firewall? I noticed a couple of cars at the track over the weekend with boots around the shaft.

I guess it depends on the size of the hole. Mine is not sealed, but the hole is just big enough for the shaft to go thru.
