The old Griner/ Coan centrifugal lock up has been outlawed for 40 years. Not sure how you'd cut a light with one for breakout racing.
A mid class Stocker just does not have the oats to pull the extra weight of a lock up clutch disc..At best, a trade off...ET for MPH , IMHO.
