The whole process was coordinated by each of the Agency Leaders. They petitioned the government to make them aware of it. Congress got funding, Senate approved, signed into law by President Clinton. Just a neat coincidence here but the main guy here Alex Azar, was in my graduating class at my high school he was in a few of my wife’s classes. Unfortunately I was not quite an honor student as they both were. Lol I hope this all goes away soon and he is a good guy to have in his position. I know I would not want to be in his shoes now!
