Default Solid lifter low oil band

Does anyone know the reason why the oil band on this lifter was place this low putting it below the oil passage when the its at full camshaft lift.

Just a guess, but I would say so that no oil can be squeezed back out of the lifter cavity, under high valve spring pressure. With the hole blocked, the lifter would act just like a solid lifter.

is it taller than normal with the puck on the bottom? looks like it's lowered about the thickness off the puck..
if there isn't any valving in lifter locating the hole there acts as a valve...
I did a BBC stocker that had Trends and didn't have any valving and had oil hole in the band like a normal hydraulic/solid lifter and it flooded the top so bad I pumped pan dry with drill on engine stand... made restrictors to go in lifters after seeing oil restrictors didn't fix it...
PPPC tool lifters have their oil hole located out of band like that as solid roller lifters do. PPPC don't have any valving and oil perfect..
So I now going to say pop top out of your lifter and there won't be any valving so hole is located there to meter oil.
prime it and if doesn't oil pushrod,cut a very small groove(.010-.015) from oil band to oil hole and it will then
