Default Crankshaft question

In stock eliminator is it legal to turn a large journal crank down to a small journal crank. What about reducing the main size?

Some gentleman running stock have reduced Main size (Ex:360/2.81 down to 2.50
and use a 340 block in mopars).

The low RPMs of most stockers = I think it is a waste of time as well
as total illegal

Are the early 360 blocks, 71, 72, still in demand?
