Question Engine Block Rust Treatment

Even though I drain the water between races as much as possible, is there really a "proper" additive to keep in the motor to prevent rust without any harm to the engine ( plus the winter down time ) ?????

Engine blocks rust worse with no water in them. The metal is exposed to air and rusts much quicker. Add anti-freeze and the water pump lube additive.
