Default Clarification on Super Stock weight breaks

Just doing a little bench racing. If I understand correctly a traditional Super Stocker can move up or down one class (1 lb per H.P) from it's "natural" class and shipping weight. SS/P is a 17 lb/h.p.class and the lowest/slowest class of NHRA Super Stock. Suppose if someone finds a Super Stock car in the guide that he wants to build but it is a 19 lb/HP or a 20lb/HP car. Is the car allowed to reduce weight (if it can) to fit the 17 lb/HP SS/P class or is it allowed to drop only 1lb/HP and run heavy in SS/P? The rulebook says for SS/P 17.00 or more. It can be lightened up to the 17.00 weight break or run heavier.

A good example is Ernie Neal's '96 Caprice that qualified #1 in Super Stock at this year's US Nationals. It is a 19.92 factor car that has to remove 576 lbs. to reach the 17.00 SS/PA minimum. I don't know his actual weight.

i actually asked what the car weighed today... it is at the minimum in ss/pa. 3515.

Being in SS/PA im pretty sure i can weigh anything above the minimum since there is no class under PA. but the weight break is 17 for SS/PA. the horsepower currently is 197/200. so 17 times 197 +170 is 3515. the shipping weight is 3925.
