That might be the case too. I replaced the fuel pressure regulator with a new 12-803 Holley and I still have 14PSI of fuel pressure when I cap off the out port. Could the fuel pump have a problem? It is blue Holley stamped H-6194-2.

If it is a new Holley regulator you should be able to adjust it down to 7 psi. Sometimes if you leave the pump on without the engine running they will creep up but if you adjust it for 7 psi and crank the motor up it shouldn't creep.
