True enough, and nothing new here.
GM has been holding on to their money , that is due to suppliers, sub-contractors, etc, for as long as they can. ... 50 years, that I know of.
That's a lot of money drawing interest every month.

I wont send my banking info either. I had some contingecy from my divisional win last year that wanted my bank info and I would not send it.

To receive contingency payments, why would a racer be considered either a vendor or a supplier? What did they give to the contingency provider in exchange for the reward? Are they taking the position that the racer supplied/vended publicity to the manufacturer in exchange for payment?

That's the whole idea behind covering your car with stickers, isn't it? Certainly not to improve the looks, right?

So, as a follow up, I emailed the contact listed for Chevrolet yesterday. Contact name is Derek Werner at jackmorton.com Their website states they're a "global brand experience agency", whatever that means.

I said I really didn't want to register as a supplier, and would simply prefer a check as had been done for years. Derek responded quickly and said he had no idea why I would have received that email from IPG, and that I should be receiving my check soon.

Moral of the story, even if an email comes from a "trusted source" that you've dealt with previously (and I do believe it to have been legitimate), question and push back if you don't like what's being presented.
