Art, yes a filter can affect oil pressure. The differance's in the filtering elements can either cause more or less of a restriction and in turn drop or raise oil pressure. I have seen over 10 psi change from differant filters

Artie,
The Viper filter is one of the best, has a low restriction element with a high burst canister. It will result in a lower pressure reading at idle but it has a higher flow rate cause at high rpm's. There are several part numbers available and one of them had some issues, will have to check. John

Not positive but I seem to think that the P4529190 filter has a bypass of like 8-10 PSI and a flow rate of 28-30 GPM vs. the "stock type " Neon filter which has a bypass of like 25-30 PSI and a flow rate of only 7-9 GPM--probably why the pressure is coming up so low----less restricton and more oil flowing(volume) ---put a wix 51515R on it and see what happens they are really the way to go---otherwise put a Peterson in line filter on the inner fender but then you hafta run braided line and all----FED387
