Default Chassis Dyno Question

Do you guys think a Chassis Dyno could help me determine what stall speed I need in my convertor? I bought and engine frm a friend that has been dyno'ed before but we can't find the sheets. The engine was fresh, no junk but as you all know when building a convertor you need to know peak torque and horsepower readings. So far I can't get the car to move, it want 60 ft. I had a 5.67 gear in the car and went to a 6.20 and only picked up .05, that want get it. Any help would be appreciated.
