Lots of hairs to split here. Fuel cell may be used. When fuel cell is used stock tank must be removed. Is cutting it in half "removing" it? Stock tank may be removed. If removed it must be replaced with material equal to or greater than the original. If he cuts the top off, does the bottom become a legal thickness replacement? I'm not a tech, but it looks like the tank has been removed and the bottom half of it has been used as the replacement material.
BTW, I'm prejudiced. I love this car.
