All Access uses the track's internet to get the program out to the world, so when it goes down, so does the live stream as well as Live Timing. Live Timing will reconnect and start transmitting once the internet returns, but All Access usually requires a manual restart to reconnect. They would not necessarily know in the TV compound that it was back up unless they were checking (speaking from experience here). So that could explain the gap in service until everything was recovered. Hope that helps a bit.
