Default GM techs

I have a 2003 Chevy 2500 HD, with the towing package. I have never used the 12 volt feed on the 7 pin trailer plug. Old trailer did not have wire on the trailer plug, and honestly never checked the truck for voltage on the pin.
My new trailer uses the truck for electric jack and 12 lights in trailer. I do not have 12 volts on the red wire on the truck side.
Tried looking at manual, and it is worthless.
Do I need to put a fuse in, or what do I need to do to get the 12 volt feed thru this harness?
