Is it legal to use fiberglass bumper's for replacement of rubber bumper's on 1973 to 1977 corvette in stock classes.

I believe that 1974 has a two piece rear bumper and the other year's are one piece.

Why would they allow fibreglass in place of the rubber filler on these cars? I would think the f/g is lighter than the rubber. Then why not f/g replacements on steel fender cars. Educate me.
