I started out with a 7" rim [because that is what I have] on a Phoenix F/X 9x28.5 slick. it has a section width of 11". what happens to the section width if I go to a 9" rim? does the diameter change?

Hi Rod: Section width will get around 3/4 Inch Wider ( Possibly close to a inch ).
Height will not change very much at same Air Pressure Tires are happiest when Rim is about the same width as tire footprint on the ground ......give or take a inch or so. See you at LVMS
